The use of a protective helmet, properly attached, is now mandatory for users of Electrically Powered Personal Mobility Devices (EDPMs) in 16 major municipalities in the Loire region, following a prefectural decree.

This obligation applies to EDPM users traveling on authorized routes within the following municipalities: Saint-Étienne, Saint-Chamond, Roanne, Firminy, Montbrison, Saint-Just-Saint-Rambert, Rive-de-Gier, Le Chambon-Feugerolles, Riorges, Andrézieux-Bouthéon, Roche-la-Molière, Veauche, Unieux, Feurs, Sorbiers, and La Ricamarie.
Failure to comply with this new rule is punishable by a fine of €35, corresponding to a second-class offense.
The prefect also reminds users of essential regulatory provisions applicable throughout the territory regarding EDPM use:
The minimum age requirement is 14 years old. Use is strictly individual; carrying passengers is prohibited and carries a fine of €135.
Using a handheld mobile phone and wearing earphones or headphones are prohibited, resulting in a fine of €135.
The speed limit is 25 km/h. Tampering with an device to exceed this limit is punishable by a fine of up to €750.
Circulation is primarily authorized on cycle paths and lanes. Where these are unavailable, travel is permitted on roads with a speed limit of 50 km/h. Riding on sidewalks is prohibited (fine of €135), unless an explicit municipal waiver allows travel at walking pace.
Finally, civil liability insurance is mandatory for all EDPM users, under penalty of prosecution.
