A single public inquiry will be held from Monday, November 16 to Friday, December 18, 2026, for the extension project of the Bleu business park in Polignac, following an environmental authorization request.

In accordance with prefectoral order no. BCTE 2026/103 of October 16, 2026, the environmental authorization request presented by SPL du Velay and the project declaration for the local urban plan compatibility of Polignac by the Communauté d’agglomération du Puy-en-Velay, concerning the extension of the Bleu business park, will be subject to a unique public inquiry. This inquiry will last 33 consecutive days, from Monday, November 16, 2026, at 9 a.m. to Friday, December 18, 2026, at 5 p.m.
The inquiry's headquarters is set at the Polignac town hall (2 place de l’Église – 43000 Polignac). The public can examine the file, including an impact study, its non-technical summary, the environmental authority's opinion, and consulted services' opinions, at the Polignac town hall during its usual opening hours. A register will also be available.
The file will also be available online on the Haute-Loire prefecture's website (www.haute-loire.gouv.fr, section publication – public inquiries State – other public inquiries). An appointment-based consultation is possible at the Haute-Loire prefecture, office of territorial communities and environment (tel.: 04 71 09 92 45).
Mr. Pascal MANSION, retired gendarmerie Major, has been appointed as the titular inquiry commissioner by the president of the administrative tribunal of Clermont-Ferrand. Public observations and proposals can be recorded in the paper register at the town hall, sent by mail to the inquiry commissioner at Polignac town hall, or submitted electronically to pref-ep-zae-bleu@haute-loire.gouv.fr.
The inquiry commissioner will receive the public at Polignac town hall on the following dates and times: Monday, November 16, 2026 (9 a.m.-12 p.m.), Friday, November 27, 2026 (2 p.m.-5 p.m.), Tuesday, December 8, 2026 (9 a.m.-12 p.m.), and Friday, December 18, 2026 (2 p.m.-5 p.m.). Observations submitted before November 16, 2026, at 9 a.m. or after December 18, 2026, at 5 p.m. will not be considered.
Observations sent by mail will be available for consultation at Polignac town hall, and those sent electronically on the Haute-Loire prefecture's website. A copy of the inquiry commissioner's report and reasoned conclusions will be made available to the public for one year at Polignac town hall and the prefecture, as well as on the Haute-Loire State services' website.
Following the procedure, the prefect of Haute-Loire will decide on the environmental authorization for the Bleu business park extension. The Polignac municipal council will have two months from receiving the inquiry commissioner's opinion to approve the PLU compatibility adjustment.
