The use of electric scooters and other EDPM is now governed by several general prescriptions. Usage is limited to one person, and carrying passengers is prohibited. Riders must be at least 14 years old and covered by civil liability insurance. The wearing of a helmet and reflective equipment is mandatory, both day and night. Devices must be equipped with an effective braking system, an audible warning device, front and rear lights, and regulatory reflective devices (rear and side reflectors).
It is also forbidden to wear earphones or any other sound-emitting device, as well as to use a mobile phone while riding. Driving under the influence of alcohol or narcotics is strictly prohibited.
Regarding traffic conditions, users must adapt their speed to the circumstances, particularly in pedestrian zones and near schools. Priority should be given to existing and usable cycle lanes and paths. Otherwise, circulation is permitted on all municipal roads open to public traffic, with a maximum speed limit of 25 km/h. Circulation is prohibited in parks, public gardens, and sports grounds, unless express authorization is granted by the Mayor.
The parking of electric scooters and other EDPM must not impede pedestrian traffic. Therefore, parking is prohibited in front of access points to public and private buildings, pedestrian crossings, bus stops, in front of facilities guaranteeing access to goods and services, and in any location likely to cause inconvenience or danger to public space users.
Infractions of these new regulations will be recorded by authorized agents and sanctioned in accordance with current laws and regulations, including the Highway Code. Fines may be issued depending on the nature of the observed offenses.
