Starting November 1, 2026, wearing an approved helmet and a high-visibility vest will be mandatory for users of electric scooters and other motorized personal transport devices (EDPMs) in Savoie, following a prefectural decision.

Following a prefectural order dated October 23, 2026, traffic regulations for users of motorized personal transport devices (EDPMs) are changing in Savoie. Due to an increase in accidents, the use of certain equipment will be strictly mandatory on public roads from November 1, 2026.
This measure applies to users of electric scooters, gyropods, monowheels, hoverboards, and light electric bikes (draisiennes).
From November 1st, users must imperatively wear an approved helmet on all traffic routes, including cycle paths, and a high-visibility vest or retro-reflective equipment at all times.
In Savoie, the number of accident victims involving EDPMs rose to 21 in 2025, compared to 8 in 2024. Of the 61 victims recorded since 2020, only 11% were wearing a helmet. These new measures aim to better protect users and enhance their visibility.
These obligations are in addition to existing national regulations: minimum age of 14 years, individual use (one user per device), maximum speed of 25 km/h, prohibition of audio devices while riding, and mandatory civil liability insurance.
Law enforcement will conduct checks to ensure compliance with this order. Non-compliance is punishable by a 2nd class prefectural fine.
