“"We joined the Angela initiative when it started in the 7th arrondissement a year and a half ago. Shortly before its launch, we had welcomed two women who needed a safe place. One had received insults, the other had been a victim of an exhibitionist. These things unfortunately happen. So, we didn't hesitate to become a welcoming place, where one can take a break, be accompanied, and contact the police. Especially since you just have to 'ask for Angela' upon entering; it's discreet and doesn't draw attention to the person who was harassed. For us, it's a concrete, practical step that strengthens neighborhood life."

The City of Lyon is expanding its 'Ask Angela' initiative, aimed at combating street harassment by providing safe reception points for victims.
The City of Lyon is launching an initiative to enhance safety and solidarity by inviting public-facing establishments to become safe havens for victims of street harassment. The 'Ask Angela' program aims to offer a discreet and secure refuge.
When a person experiences harassment in public spaces, whether sexual, related to identity, gender, religious beliefs, or disability, they can look for the 'Ask Angela' stickers on the windows of participating establishments. By entering and asking for 'Angela,' the victim is brought to safety. The role of participants is simple: to offer a chair, a glass of water, or an informational flyer.
The City of Lyon supports participating establishments through regular training sessions led by the CIDFF and the association Filactions. Adherents also receive a communication kit and a window sticker. Piloted since 2022 in the 7th arrondissement, the initiative is now expanding city-wide, including bars, restaurants, shops, public services, and more.
All 'Angela' safe locations will be listed on a map via the free mobile application UMAY. This app also allows users to inform friends of their journey in real-time and view alerts from other users. Each participant signs a charter of commitment with the City of Lyon.
