Due to a significant increase in accidents involving Personal Motorized Devices (EDPM), the Prefecture of Rhône has implemented new mandatory safety measures.

Between January and early September 2026, the Rhône department recorded 187 accidents, resulting in 2 deaths and 189 injuries among EDPM users. In response to this decline in road safety, a new prefectural decree strengthens existing obligations.
The use of a helmet, properly fastened, is now mandatory for all users of motorized personal displacement devices in the Rhône. This rule applies at all times, day and night, on all public roads, including cycle paths.
Furthermore, wearing a high-visibility vest or reflective equipment is also mandatory for all EDPM users on public roads, regardless of the time or lighting conditions.
In case of non-compliance, the absence of a helmet will result in a fine of 135 euros (fourth-class offense). Failure to comply with visibility requirements will incur a fine of 35 euros (second-class offense).
The Prefecture also reminds users of other essential rules: a minimum age of 14 years, a maximum speed of 25 km/h (de-restricting is prohibited), one person per device (no passengers or cargo), mandatory civil liability insurance, and prohibitions on using mobile phones, headphones, or riding under the influence of alcohol and drugs.
