In the Rhône department, wearing a helmet and high-visibility gear is now mandatory for electric scooter and other PMD riders, following an increase in accidents.

Given the rise in accidents involving motorized personal mobility devices (PMDs) such as electric scooters, gyropods, and unicycles, the prefect of the Rhône has issued a decree strengthening mandatory equipment for their users. This measure aims to improve rider safety on all public roads, including cycle paths.
The wearing of a securely fastened helmet is now compulsory, day and night, for all PMD riders in the department. Additionally, a high-visibility vest or retro-reflective gear is required on public roads.
These new regulations come amid a concerning accident rate. Between 2021 and 2025, PMDs were involved in 870 personal injury accidents in the Rhône, accounting for 9% of recorded accidents. Accident frequency increased by 44% in 2025 compared to 2024.
Essential rules remain in place: riders must be at least 14 years old, the maximum speed is 25 km/h, insurance is mandatory, and regulatory equipment must be compliant.
