One month after introducing free access, Saint-Étienne's media libraries are recording a notable increase in attendance and loans, especially in the La Cotonne, Terrenoire, and Carnot neighborhoods.

The central media library of Tarentaize has seen a 24% increase in attendance, with nearly 20,000 additional loans, representing a 43% progression. This rise particularly affects the neighborhoods of La Cotonne, Terrenoire, and Carnot, where loans have nearly doubled in Terrenoire.
Free access is attracting new audiences, with registrations growing across all socioeconomic categories, especially among families. In Solaure, adult registrations have multiplied by seven.
This measure also simplifies the internal operations of the media libraries. Staff no longer need to manage income-related documentation or payments, allowing them to dedicate more time to user reception and support.
The annual cost of this free access for the municipality is estimated between 30,000 and 40,000 euros. Beyond the figures, this initiative reflects a political ambition to make culture an accessible public service for everyone and to remove barriers that may hinder access to media libraries.
The municipality is pleased with this positive momentum after just one month and intends to continue its efforts to make media libraries ever more open, accessible, and frequented spaces.
