160 years ago, a major flood of the Allier river marked the territory. Vichy Communauté commemorates this event to better understand flood risk and present its prevention actions.

In September 1866, a significant flood of the Allier river profoundly impacted the history of Vichy Communauté, notably causing the partial collapse of the Vichy bridge. This anniversary serves as an occasion to remember and better understand flood risk, which remains the territory's primary natural hazard.
Floods of the Allier are characterized by a slow rise in water levels, unlike those of its tributaries such as the Besbre, which can be much more sudden. This proximity to waterways means living with their overflows.
To raise awareness and inform, Vichy Communauté offers an interactive quiz on flood risk, as well as a 7-episode educational web series. These resources cover the territory's hydrography, the origins of floods, their history, technical vocabulary, the roles of various actors (municipalities, Vichy Communauté, security forces), and advice on preparation and response.
Beyond knowledge and awareness, a broader prevention strategy is underway. A Preliminary Study Program (PEP), launched in 2022 with the Établissement public Loire, involves 42 municipalities. It aims to improve risk knowledge, manage protective structures, enhance alert systems, guide urban planning, and reduce the vulnerability of people and property. This program received a favorable opinion in March 2023 and is scheduled to conclude in September 2026.
This preliminary phase is preparing the Flood Prevention Action Program (PAPI) for 2027-2033, which will include further studies and operational work. Vichy Communauté recently submitted its application for this program.
