The municipality of Tullins tested its Communal Safeguard Plan (PCS) this Monday, October 5th. This exercise, funded by the Pays Voironnais, aims to assess the town's preparedness for major and natural risks, and to conduct an operational review of coordination with the inter-municipal community.
As part of the new role given to inter-municipalities by the Matras law through the Inter-municipal Safeguard Plan (PICS), the Pays Voironnais wishes to raise public awareness about major risks, which are becoming increasingly frequent and intense. The goal is to help and support municipalities in establishing a more comprehensive risk culture.
The tested actions include the implementation and testing of the PCS (field actions, crisis reception, population alert procedures, inter-service relations within the municipality, testing the functioning of the Communal Command Post), the establishment of a Reception and Assembly Center, the Communal Civil Security Reserve, particularly for actions related to informing populations, and testing coordination interfaces with external partners such as the SDIS (Departmental Fire and Rescue Service), the Gendarmerie, the Department, and the Pays Voironnais itself.
The Communal Safeguard Plan (PCS) is a crisis management tool at the municipal level, preparing the response to any type of event (accident, weather phenomenon, flood...). The Inter-municipal Safeguard Plan (PICS) acts as a link between local risk prevention policies and crisis situation management, promoting solidarity and coordination among municipalities within the same inter-municipal community.
