Since September 1, 2026, the Semène Water Union (SES) and the Loire Semène Intercommunal Council have enhanced their cooperation through a pooling agreement to optimize the union's operations.

To support the evolution of the Semène Water Union (SES) and optimize its operations, the Loire Semène Intercommunal Council and the union have chosen to strengthen their cooperation. Since September 1, 2026, a pooling agreement allows both entities to share several skills and human resources.
This new organization covers essential areas for the union's functioning, including management and steering, administrative secretarial support, technical assistance for monitoring works and investments, and budget and accounting management. Specifically, the Intercommunal Council dedicates the equivalent of full-time staff to the SES, leveraging the expertise already present within the intercommunal structure.
The projected annual cost of this pooling is estimated at 48,100 euros, fully covered by the Semène Water Union. Concluded for a renewable four-year term, this agreement aims to enhance service efficiency while controlling public spending.
The pooling of skills is also intended to facilitate project monitoring and ensure an organizational structure adapted to the union's developments. This partnership guarantees the continuity and quality of the public drinking water service for all residents in the territory.
