Inspections conducted in February and March 2026 by the ARS Auvergne-Rhône-Alpes and the Department of Drôme revealed serious dysfunctions at the EHPAD Les Monts du Matin. These shortcomings concerned the security of premises, medication management, continuity of care, and practices that did not guarantee respect for residents, thereby endangering their health and safety.
In response, the establishment was placed under provisional administration on April 23, 2026, and this was renewed from August 1 to October 22, 2026. Although emergency measures improved certain aspects, such as care continuity and access security, significant difficulties persist. The provisional administration confirmed that these issues were long-standing, linked to overall operations and a lack of maintenance, leading to obsolete equipment and preventing lasting improvements.
The responses provided by the management did not guarantee the implementation of sustainable structural security measures. Resident safety requires reliable organization and risk management, which were lacking.
Consequently, the ARS and the Department have ordered the definitive cessation of the EHPAD's activity, to be organized over the next six months. Other services on site (home help, senior residence, micro-crèche) are not affected. A new provisional administration will manage the transfer of approximately fifty residents to suitable facilities and support the staff.
Each resident will receive personalized support in coordination with their family. Residents, their relatives, and staff will be informed and assisted throughout this transition. Representatives from the ARS and the Department visited the site today to meet with staff and the social life council.
