Six concrete measures were formalized to address residents' expectations regarding living conditions, ecological transition, and security. These include a plan for the progressive return of 100% night-time lighting across the communal territory by spring 2028, starting in the Vieux Vichy district. The city also plans extensive installation of electric charging stations by the end of 2027, a "summer comfort" plan to adapt schools and public buildings to heatwaves, generalization of selective sorting bins in parks, creation of the "Persons with Reduced Mobility +" parking system, and experimentation with alert buttons for local shopkeeper safety.
In terms of housing, the municipality is advancing its strategy with new deliberations. A new CROUS residence will be established in the city center for students and young professionals starting next academic year. The city will continue to develop a diverse range of rent-controlled housing options for families and middle-class households. For seniors and autonomy, a social residence with 80 units is planned for Vichy Lac starting in 2027, supplemented by adapted offerings for people with disabilities.
The fight against substandard housing is reinforced through the mobilization of the Real Estate Restoration Operation (ORI) and the Rental Permit. Several rehabilitation projects are underway, notably at 13 boulevard Gambetta, rue Longchamp, Les Ailes, and through programs by Vichy Habitat. Two major land development projects have been approved: the creation of a new year-round residential district at Vichy Lac with approximately 150 social housing units, and the finalization of land assembly for 40 rent-controlled social rental units on boulevard Denière.
The environmental commitment is reflected in enhanced energy requirements for all new or rehabilitated real estate projects, including connection to the biomass heating network and solar protection systems to ensure summer comfort while controlling tenant costs. These orientations align with the AGIR 2040 strategy, with nearly 450 subsidized social and private housing units committed over the last five years and 14.4 million euros invested by Vichy Communauté in the Local Housing Program (PLH) between 2020 and 2025. The city aims to create 500 new rent-controlled housing units.
